Language Instruction for Newcomers to Canada (LINC 1-4)

LINC provides free English classes and skills training.
These classes help you improve your English so you can speak, live, work, and take part in Canadian life and the economy. LINC offers beginner English classes (CLB levels 1 to 4) for newcomers to Canada. We offer both in-person and online classes, making it easier for people living in rural BC to join. We have classes in the morning, afternoon, and evening. Free child care is available during class time in Surrey only.
Eligibility
You must be:
- Be 17 years of age or older
- Be approved for permanent residence status
You must also have one of these documents:
a) A valid Permanent Resident Card (check the expiry date on the card)
b) Confirmation of Permanent Residence (form IMM5292)
c) Record of Landing (form IMM1000 鈥 given before June 2002)
d) Notice of Decision from the Refugee Protection Division (IRB) confirming refugee status
e) Letter from IRCC saying you can stay in Canada while your permanent residence is being processed (Approval in Principle Letter)
Note:
Newcomers from Gaza with valid temporary resident status (with 鈥淢OME2023鈥), or who arrived through Canada鈥檚 assisted departures between Nov 1, 2023, and Dec 31, 2024, can take LINC classes until March 31, 2027.
Not eligible:
- Canadian citizens
- Temporary visitors
- Temporary foreign workers
- Refugee claimants who have not received a positive decision
How to register
You need your Original Client Referral Form and one of the following:
- CLBPT Assessment Report
- LINC Certificate
- Learner Progress Report
Before you register for LINC classes, you must take a language test. Click the Assessment Centre Application Form to download it..
2. For LINC 1 to 4 in Surrey: Complete this online registration form.
3. For LINC 1 to 4 in Coquitlam: Complete this online registration form. - No waitlist!
We will email you within two business days. Please check your email regularly.
Important:
- If your application is not complete or if documents are missing, your registration will be delayed.
- All documents are only valid for 24 months.
- If they are expired and you have not taken classes for over 24 months, you must do a new assessment at the Options Assessment Centre or the Vancouver Language Assessment Centre.
